Hello.
Intel Xeon 4216, 6226R is in use on ubuntu 20.04.
If you check with turbostat, cpu /proc/cpuinfo, etc., the Base Clock should be 2.1GHz and 2.9GHz, respectively, but it is confirmed to be 800MHz and 1200MHz.
When I looked it up, I found the following information.

As you answered above, I am inquiring because I couldn't find a solution even if I searched for OS community. (It doesn't solve with cpufreq, cpupower, tuned, etc.)
Other services such as Openstack are checked as above, and normal clocks are checked only on servers in the k8s service. In the BIOS, the normal/abnormal server is set to Max Performance.
I would like to ask if the Intel P-state Driver allocates Base Clock differently for each service.

BMC Log: It is difficult to provide because it is an HPE server. Can it be replaced with SSU log?
