If you are not behind any firewall, or if you are behind a firewall and you have configured your proxy settings correctly, and if your other apt-get requests were successful, this 400 bad request error is likely transient and it's not uncommon. Please try the installation again and let us know if you are able to make progress or not.&lt;/P&gt;</description>

&lt;P&gt;Being not behind any proxy server should makes things easier and more straightforward. I'm wondering if a network route can be established between your device and the server apt-get tried to fetch the python3 packages, 91.189.88.152. If you point a browser to this address, can you see anything? I can see the page below:&lt;/P&gt;

      <description>&lt;P&gt;I use Vmware a lot and haven't had issues with it.&lt;/P&gt;
&lt;P&gt;Try this, please edit Edge_Insights_for_Industrial_2.3.4/IEdgeInsights/common/dockerfiles/Dockerfile.eisbase and add a line "RUN apt-get update" at line 94, so that section of file becomes&lt;/P&gt;
&lt;P&gt;ENV PY_WORK_DIR /EIS&lt;BR /&gt;WORKDIR ${PY_WORK_DIR}&lt;BR /&gt;&lt;STRONG&gt;RUN apt-get update&lt;/STRONG&gt;&lt;BR /&gt;# Installing python 2, pip2, python 3.6 and pip3.6&lt;BR /&gt;RUN apt-get update &amp;amp;&amp;amp; \&lt;BR /&gt;apt-get install -y software-properties-common pkg-config python python-pip &amp;amp;&amp;amp; \&lt;BR /&gt;add-apt-repository ppa:deadsnakes/ppa &amp;amp;&amp;amp; \&lt;BR /&gt;apt-get update &amp;amp;&amp;amp; \&lt;BR /&gt;apt-get install -y python3.6 python3.6-dev python3-distutils &amp;amp;&amp;amp; \&lt;BR /&gt;apt-get install python3-pip -y &amp;amp;&amp;amp; \&lt;BR /&gt;apt-get install -y libsm6 libxext6 libfontconfig1 libxrender1&lt;/P&gt;
&lt;P&gt;This disables build cache for the following RUN command that installs python. Hopefully this helps.&lt;/P&gt;
&lt;P&gt;If you are interested, you can run "&lt;STRONG&gt;docker run -it ubuntu:18.04&lt;/STRONG&gt;" to start a clean Ubuntu container. Inside it, run "&lt;STRONG&gt;apt-get update &amp;amp;&amp;amp; apt-get install -y software-properties-common pkg-config python python-pip &amp;amp;&amp;amp; add-apt-repository ppa:deadsnakes/ppa &amp;amp;&amp;amp; apt-get update &amp;amp;&amp;amp; apt-get install -y python3.6 python3.6-dev python3-distutils &amp;amp;&amp;amp; apt-get install python3-pip -y &amp;amp;&amp;amp; apt-get install -y libsm6 libxext6 libfontconfig1 libxrender1&lt;/STRONG&gt;" to see if if this failed command works in a clean environment.&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Come to think of it, if you do "docker system prune", it should remove all unused cache too.&lt;/P&gt;</description>

&lt;P&gt;You mentioned you could reproduce this issue in a container, so you likely can use it to do some experiments. This only does the downloading of the file, proving that a connection can be established between your host and the Ubuntu server, it doesn't install the package.&lt;/P&gt;

      <description>&lt;P&gt;Okay, so after you corrected your DNS server setting, apt-get is able to utilize a server closer to you (I suppose, which is in.archive.ubuntu.com). Fine!&lt;/P&gt;
&lt;P&gt;One obvious different from what I have (at least, compared with your most recent log that was complete), when I ran apt-get, it never gets the package index file (inRelease) from download.docker.com. Is it the root cause? I don't know because I am not able to reproduce your issue here. If you have a clean /etc/apt/sources.list file, perhaps you can restore it and see if it makes any differences. (don't forget to do an apt-get clean)&lt;/P&gt;
&lt;P&gt;I am not able to find more info about what can cause this "400 bad request" error and not able to reproduce it. apt-get doesn't have an option to run in verbose mode to show us more details about why it fails either, so if we really want to know the root cause, we probably need to run a traffic sniffer and examine the traffic exchanged. This is a lengthy task and I don't think we want to take this path. Are you able to find an environment that is cleaner, without the use of VMs and antivirus firewalls, and try the setup again? I'm sorry but without a good way to reproduce the issue here, it's hard to debug it efficiently. To enable you to be productive with EII as soon as possible, it is a good idea to keep the environment simple to avoid complexities that can contribute to failures.
