Arc A770 performing poorly

I just got an a770 card and downloaded the intel control panel and everything + have rebar enabled but its stuttering and running worse than the 1660 super i upgraded from. I also used DDU to uninstall old Nvidia drivers. Any clue why its running slow?

To better understand the issue, please answer the following questions:

Is the graphics card an Intel Branded Card or is it of another brand?
Does the issue happen with a specific app or game?
To know your hardware and software information, download and attach the report for the following tool Intel® System Support Utility for Windows (SSU), you can find the steps on the link How to get the Intel® System Support Utility Logs on Windows.
