Hogwarts Legacy poor performance

I have very unstable Frame rate with average ~37 FPS in heavy locations which makes game basically unplayable.
I attached logs from HWiNFO64 utility.
Game Settings: 1080p Ultra, TAA High, Intel Xe Low Latency On, VSync Off, FrameGen and Upscaling are off.

PC Setup:
CPU: AMD Ryzen 5 5600x(Stock, no OC), latest drivers - 5.12.0.44
GPU: Onix Intel Arc B580(Stock, no OC), latest drivers - 32.0.101.8331
RAM: 32GB DDR4 3200Mhz

P.S. I used DDU to clean install drivers and it did not help, Resizable BAR is enabled. I also used different GPU and CPU benchmarks and the results were expected for this configuration so I suspect it is software issue. Cinebench 2024 - 634pts, Unigine Superposition 1080p Ultra - 8200pts.

To get a better understanding of the issue and be able to provide an effective recommendation, please provide the missing key information here:

Is the game (Hogwarts Legacy) previously working fine and only started having the issue recently?
If yes, what were the changes you've made that could've possibly initiate the issue? (Window's updates, drivers updates, changes in settings, etc.)
Where was the game obtained? (Steam, Epic, etc.)
Kindly describe the performance issue as best as you can. Please share exact locations/maps which makes the game unplayable.
Submit CapFrameX capture data (.json files) reproducing the issue. Capture data at least 3 times to define a good performance baseline.
Please share your Intel SSU log file, so I can check your system configuration.
Share the following information:
1. Power Supply make and model.
2. Display/monitor make and model, and how it is configured.
3. Cables details.
Tell us the steps to reproduce the issue (this is very important!).

1. No it was like that from the first launch
2. N\A
3. Steam
4. Low and unstable FPS. Basically any location outside of the castle and dungeons. Also when flying by brush FPS always drops significantly.

8. Just launching the game and going to any location described in point 4 reproduces the issue.

I switched from Windows 10 to Windows 11 and performance is now within the expected margin. I guess the topic can be closed.

P.S. I tried to play Hogwarts Legacy using Proton Experimental on Ubuntu machine and the performance is as bad as it is in Windows 10. So I guess Intel Graphics drivers heavily rely on some feature that is specific to Windows 11 and does not exist both in Windows 10 and Ubuntu.
