Is it possible to use concurrent_hash_map behind Python dictionaries in the Intel Distribution for Python?

The concurrent_hash_map container can be found in Intel's "oneAPI Threading Building Blocks (oneTBB)" and seems to be a general way to speed up hashing. Does Intel's Python already use it behind the scenes? If not, why not just use it generally?
