Looking for an IC design engineer

Hello all. I have been directed here from the Intel Customer support team and from the developer zone who were unable to answer this question. I am looking for an IC designer or IC design department to create an application specific integrated circuit. I had thought Intel would be able to provide such a service and they probably do, but can anyone suggest where I could find such a person or is there such a person here? An Atom processor or core processor would probably do the trick. Thank you.
