Should i210 iNVM be programmed firstly before it can be detected in PCI bus?

Hello,

I have a customer who is enabling a I210-IT device which adopt the iNVM and EEPROM-less design. They have trouble to detect the i210 Ethernet controller in bios, and ask whether the i210 iNVM should be programmed firstly before it can be detected in PCI bus?
