All power and pins seem correct. I seem to have decent signal integrity on the Jtag clock. I believe I power it up within the 10ms power up window... but chip is not responding. It is only drawing 18 mAh on 1.2V and less on 2.5v. (10M04DC - U324 package) which seems like it is sleeping. What would cause power to be so low?
