rc.exe not found after installing on a new system

Any ideas how to resolve rc.exe missing after installing oneAPI?

All of the forum articles go back to 2010/2015, non recently.

Have just started work in new company - VS 2019 installed and latest oneAPI HPC Toolkit, but get error rc.exe not found trying to build sample console project.

did you install C++ on the VS install? The resource editor etc is part of that package.
