But there are always problems, in this case, the toolbox for the dialog editor was empty, the solution seemed to be right-click the mouse and show all and restore, etc. I now have the dialog symbols in my toolbox, but it is not possible to drag contols across to the dialog.

This is a VS2005 bug fixed in VS2005 SP1, which you can download free from Microsoft. See the compiler release notes for a link (and a mention of this problem.)
Also, be sure to uninstall the "Intel Fortran Integration in Microsoft Visual Studio" before installing the VS2005 service pack. Reinstall it afterward.
Visual Studio Premier Partner Edition does not include the Resource Editor - this is one of the restrictions we note. Microsoft does not make this available to us, saying it is tied to the Visual C++ product. The Resource Compiler is included, so if you have a resource file created elsewhere you can use it.

As a general comment, the Visual Studio Premier Partner Edition as included with Intel Visual Fortran does not have the other fixes from VS2005 SP1. some of which have a minor effect on Fortran. You can install VS2005 SP1 on top of VS PPE.
