Hi this update gets to a 100% then has error message DOWNLOAD FAILED UNEXPECTEDLY, Description:
This download installs Intel® Graphics Driver 31.0.101.3222/31.0.101.2111 for Xe Dedicated, 6th-12th Gen Intel® Core™ Processor Graphics, and related Intel Atom®, Pentium®, and Celeron® processors. Driver version varies depending on the Intel Graphics in the system.

Manually download the Graphics Adapter Driver and then double click on exe to start the installation. Follow the instructions on screen.

This download is a very large, ~1.1GB in size, and there may be download issues in some locales. As Leon suggests, manually downloading and installing will hopefully get around the issue with IDSA.
