      <description>&lt;P&gt;Hi I recently opened an issue which I requested closed as I was going to talk to Dell regarding poor performance on a Dell XPS UHD OLED display laptop under manufacturer pre installed Windows 11 and all including latest versions of the UI performance only.&amp;nbsp; I have since had the machine checked by Dell and found no hardware issues at all.&amp;nbsp; I would like to re-open the ongoing issue. &lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;Dell XPS 9510 Laptop&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;11th Generation Intel(R) Core(TM) i7-11800H (24MB&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN class="sub_section_element_selectors"&gt;Cache, up to 4.6 GHz, 8 cores)&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN class="sub_section_element_selectors"&gt;15.6" OLED 3.5K (3456x2160)&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN class="sub_section_element_selectors"&gt;64GB, 2x32GB, DDR4, 3200MHz&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN class="sub_section_element_selectors"&gt;NVIDIA(R) GeForce RTX(TM) 3050 Ti 4GB GDDR6 [45W]&lt;/SPAN&gt;&lt;BR /&gt;&lt;SPAN class="sub_section_element_selectors"&gt;Intel UHD Graphics&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;Windows 11 Pre installed version 21H1 and all builds up to now 22621.1344 with Moment 2 installed have suffered this issue. This model is in Microsoft's approved Windows 11 laptops.&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;There are no other performance issues at all e.g. playing 4K Videos, playing games etc is smooth.&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&amp;nbsp;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;The issue is with the general performance of the overall User Interface of Windows 11, transition animations stick and stutter, dragging windows around the screen flicker and jump when dragging around. &lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&amp;nbsp;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;When I say flicker the worst culprits are the MS Store,&amp;nbsp; The main Windows 11 Settings App especially bad when the 'Personalisation Color Picker'&amp;nbsp; is visible, dragging those apps around the screen using the trackpad or a standard wired mouse, bluetooth mouse or a mouse with a high polling rate of 500Mhz will cause dragging to stick and&amp;nbsp; jump and the contents to flicker like crazy.&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&amp;nbsp;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;The issue is apparent when an external monitor is connected via display port or hdmi and does not mater what resolution or scaling level is set.&amp;nbsp; Also the same experience in clean/safe mode&amp;nbsp;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&amp;nbsp;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;Semi fix is to disable the transparency effects in windows 11 Display Settings this gets rid of the flickering in windows although not as good as Windows 10. I've noticed there's maybe 5 seconds everything becomes really slick and smooth and then randomly bang, it all starts lagging and stuttering and flickering again .&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&amp;nbsp;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;At no point is there any load on the GPU,CPU,HDD or memory in Task Manager. No running programs in the background just a clean base install of Windows 11.&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&amp;nbsp;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;Please note there a NO issues under Windows 10 using the same Dell or Intel generic display drivers.&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&amp;nbsp;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;I have got so completely annoyed I tried an install of Windows 10 and that is a hugely different experience, its runs beautifully smooth in all aspects, so much so I use 10 now as my daily driver on this machine.&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&amp;nbsp;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;Steps taken to try to resolve Windows 11 UI glitches over the months-&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;· Disable Intel Speedstep, TurboBoost C states in bios in different arrangements and set Windows high performance profile.&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;· Make sure the latest Dell bios is installed the day it is released.&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;· Reset Bios do defaults&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;· Restore of Dell factory build of Windows 11 using SuportAssist&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;· Download MS Windows 11&amp;nbsp; ISO direct from MS and format the SSD manually and do a clean build with ISO image&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;· Try lower display resolutions&lt;/SPAN&gt;&lt;/P&gt;

&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;· Using DDU display driver uninstaller in safe mode and removed Intel UHD Driver and Nvida and re installed both using dell original and also tried the same with generic drivers direct from Intel and Nvidia&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&amp;nbsp;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;I've now ran out of ideas.&amp;nbsp;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;Again&amp;nbsp; Windows 10 runs perfectly on this machine. No BSOD's hanging, issues in event viewer.&amp;nbsp;&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&amp;nbsp;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;Using Manufacturer Supplied graphics driver&amp;nbsp; Intel UHD Graphics&amp;nbsp; 31.0.101.3616&amp;nbsp; I have tried your Intel generic drivers of the same number, Iris and Arc driver packages and older versions all exhibit choppy UI only under Windows 11&lt;/SPAN&gt;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&amp;nbsp;&lt;/P&gt;
&lt;P class="_1qeIAgB0cPwnLhDF9XSiJM sub_section_element_selectors"&gt;&lt;SPAN class="sub_section_element_selectors"&gt;Dell display&amp;nbsp; (current) Driver&amp;nbsp;31.0.101.3616&amp;nbsp; and older run perfectly under Win 10 but choppy UI under 11&lt;/SPAN&gt;&lt;/P&gt;

&lt;P&gt;Thanks for your reply, see my report attached and from a fellow owner bellow with the same findings.&amp;nbsp;&lt;/P&gt;

&lt;P&gt;Dell have tested my machine and have found no hardware issues so are unwilling to replace any parts.&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;I would also like to point out&amp;nbsp; you as mentioned in my previous notes that when disabling 'Transparency Effects' in Windows 11 settings app this will clear the flickering issue when dragging/resizing windows to an acceptable level, however whosever issue it is Intel or Microsoft I find it unacceptable that a Laptop with its specifications is unable to display the operating systems user interface no better than a 25 year old vintage underpowered machine and having to disable a key feature of the new Windows 11 UI.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;After researching more I found other brand owners who have higher resolution up to 4k laptops&amp;nbsp; as is this machine having the same issue with the Windows 11 UI and again no other issues in the general performance of the machine, just the UI.&amp;nbsp;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Also on Microsoft forums there have been quite a number of bugs and complaints with DWM.exe the desktop compositor reported having memory leaks with Intel and Nvidia drivers including your own support documentation, so it is well documented.&amp;nbsp;&lt;/P&gt;
&lt;P&gt;I have noticed compared to Windows 10 which has zero issues on the same drivers uses less GPU memory on DWM.exe and again no dragging or resizing issues.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;I have reported this issue way back during the beta stages of Windows 11 but was not responded to or even looked at by MS Feedback so it's extremely difficult to get them to listen or even notice there is a problem.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Also the other issue here is user perception, a lot of people who may have noticed my and Daniel's issue wont be on forums or even know of support sites like this. So its good you Guys at Intel can look into it, so many thanks &lt;span class="lia-unicode-emoji" title=":slightly_smiling_face:"&gt;🙂&lt;/span&gt;&lt;/P&gt;

We need to keep in mind you have a hybrid GPU configuration in this laptop and since this is mainly design by Dell you should raise this issue to Dell since more people are experiencing this issue. &lt;P&gt;Sorry for the delay, I’ve been away for the Easter Holidays.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;That generic driver along with all previous doesnt have any effect at all and the issue is still the same. Just to reiterate&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;If I dont disable Windows 11 transparency effects, all desktop UI animation effects like maximzing and minimizing are very choppy.&lt;/P&gt;
&lt;P&gt;Dragging apps which have xml WinUI islands jerk stutter and flicker, like the main Windows 11 settings app, personalisation color picker and App store, etc&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Dsisabling transparency effects clears the problem.&amp;nbsp;&lt;BR /&gt;&lt;BR /&gt;&lt;/P&gt;
&lt;P&gt;I’m compleatly astonished that this simple setting can cause so much issues on these machines.&amp;nbsp;&lt;BR /&gt;&lt;BR /&gt;&lt;/P&gt;
&lt;P&gt;As said before, its not just Dell and appears to be common with Windows 11 &amp;nbsp;It would be nice for an explanation of whats going on from someone atleast 🧐&lt;/P&gt;

&lt;P&gt;I would be happy to share a video, however I did try recently taking a vid from the screen with my phone and some capture streaming software called OBS on the laptop but they both because of compression made the resulting video look normal.&amp;nbsp; Do you recommend any software yourself I could try without loosing frame rate?&amp;nbsp;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;If not I could only describe the effect as having a fresh install of windows when there's just the base generic display driver loaded, you know there's a lot of tearing around the edges of windows when dragging and stuttering, flickering going on randomly, if that's of any help.&amp;nbsp;&lt;/P&gt;</description>

      <description>&lt;P&gt;Also with the very latest build of Windows 11 including this weeks cumulative updates (was not a fix)&amp;nbsp; but if I again turn off 'Transparency Effects' and also change to a dark theme, this will resolve most issues, all transition and desktop animations become smooth, flickering stops.&lt;/P&gt;
