Intel Arc A770 PCIE Issues

Has anyone had similar issues described below.If yes please provide potential solutions.

Specs:

Motherboard: Gigabyte Z390 M Gaming

CPU: 8600K

GPU: Arc A770 LE 16GB

Problems:

1: The gpu runs at Pcie Gen 3 x8 speed despite being connected to the only pcie x16 slot.

2: The gpu does not downclock properly resulting in high idle power usage and temps.

Solutions Tried:

Bios: Enable PCIE ASPM

Windows : Balanced Power Plan with PCIE set to maximum power savings.
