Underperforming AMD RX Vega M GL. HP Spectre x360

Eversince I own my HP Spectre 15-ch032ng the graphical performance was worse than I hoped for. I started doing some benchmarking tests to hopefully find out what the source of the problem is. I found out that the scores are a lot worse than average for this combination op CPU and GPU. 8705G with RX Vega M GL. I get 3D firemark scores of 1400 points. Average is arround 2200 points. FPS in games are much worse than simulair systems.

I did notice that the average clock frequency is 530 MHz, much lower than 1.011 MHz

Recent things I have tried:
- Clean install of Windows
- Bios update
- Clean installation of latest intel drivers (Using DDU) 31.0.101.2114
- Clean installation of latest AMD drivers (Using DDU) 31.0.21001.46001
- Set power mode to performance in every possible application
- Set games to Gaming mode in AMD Software and Performance mode in Windows Graphics settings
- Full battery with charger plugged in
- Different graphics driver versions from old to new

Hopefully someone can point me in the right direction. If i missed some important information let me know!

Please attach the IGCC and Intel SSU reports so we can see more information about your system:

Intel® Graphics Command Center (IGCC)

Steps to get the report:

Go to Intel Graphics Command Center.

Click on the "?" Icon or "Support" tab on the left bar.

Go to the "System Diagnostic" Tab.

Click on the "Generate Report" option.

Intel® System Support Utility (Intel SSU)

Note: Make sure to mark the box that says "everything" before pressing the Scan button. After that, click on "Next>" and select "Save" and then, attach the .txt file.

Thank you for the information provided.

What graphics are you using? Radeon or Intel graphics? Are you using both?

Have you tried a clean installation of graphics drivers using DDU with the latest driver 31.0.101.2125?

Please attach a new Intel SSU and IGCC report that show this update, as it shows the driver 30.0.101.1660 which is very old. We need this information (reports) to be updated to investigate further if it is needed.

Thank you for your reply. I installed a new version of the Intel drivers as suggested. This did not fix the problem.

I saw a video online where they disabled ULPS using MSI Afterburner. This fixed the issue by getting higher clock speeds and acceptable benchmark performance
