That screen is an indication that either (or both) of the following is the case,

The internal graphics engine in your processor is disabled. This would be the case if you have an add-in graphics card and are using default settings in the BIOS. You need to go into BIOS Setup, browse to the settings related to graphics, and change the setting to indicate that the internal graphics engine should always be enabled.

The driver package that you are using is not compatible with your processor. This makes no sense, the package that you want to use for the i7-9700k is exactly the one that Leon pointed you to. You could try doing a clean install. Here is the process (follow it exactly😞

Download - but do not install just yet - the driver package that Leon pointed you to.

Disconnect system from Internet. Unplug Ethernet cable and/or disable Wireless. Note: if using Wireless, it should be disabled in such a way that reboots can occur without it automatically re-enabling.

In the Windows Apps and Features applet, check to see if there is an entry for either Intel HD Graphics or Intel Graphics. If not, skip to Step 7.

If present, click on the Intel HD Graphics entry and select Uninstall.

If present, click on the Intel Graphics entry and select Uninstall.

Reboot the system, keeping Internet access disconnected.

From the Windows Device Manager applet, check if there is an entry for an Intel Graphics adapter. If you see only the Microsoft Basic Display Adapter, skip to Step 10.

Right-click on the entry for the Intel Graphics adapter and select Uninstall Device. Checkmark Delete the driver software for this device and then click on the Uninstall button.

Go back to step 6.

Install the new driver package that you downloaded in Step 1.

Reboot the system.

Reconnect Internet access.

Test.

Hope this helps,

...S
