Short black horizontal pixel lines blinking in the video

As you can see in the attached file video.mp4, Short black horizontal lines are flashing across the entire screen, flowing from right to left.

When the camera is played back by Gstreamer for a long time, this phenomenon may occur, and this phenomenon is nothing after GPU HANG or rebooting the PC.

CPU is
Intel(R) Celeron(R) CPU N3350 @ 1.10GHz
or
Intel(R) Pentium(R) CPU N4200 @ 1.10GHz.

The OS is ubuntu 16.04 with kernel 4.13.0 or kernel 4.15.0.

How can I resolve this phenomenon without rebooting the PC?

Is there any ways to restart the GPU from the command line without rebooting the PC?

May I ask if the problem occurs exclusively within a certain application? Additionally, it would be useful to ensure that your graphics driver is up to date, as an outdated driver can often lead to such issues. If you haven't updated it yet, I would suggest doing so. Furthermore, if you could provide the SSU logs of your system, it would allow us to review your computer's specifications and configuration in detail.

The application we are using is Gstreamer Ver.1.15.0 or Ver.1.18.6.
The CPU used is Intel N3350 or N4200.
The OS used is ubuntu 16.04 with kernel 4.13.0 or kernel 4.15.0.
The GPU driver has been updated to the latest driver by running intel-graphics-update-tool Ver.2.0.2.
The kernel driver of GPU on N3350 is below.

00:02.0 VGA compatible controller: Intel Corporation Device 5a85 (rev 0b)
DeviceName: Onboard - Video
Subsystem: Intel Corporation Device 2212
Kernel driver in use: i915

The kernel driver of GPU on N4200 is below.

00:02.0 VGA compatible controller: Intel Corporation Device 5a84 (rev 0b)
DeviceName: Onboard IGD
Subsystem: Gigabyte Technology Co., Ltd Device 1000
Kernel driver in use: i915

The video playback uses Intel VAAPI Ver.2.4.1, which is the latest version.

It often takes 4 or 5 days or more for this phenomenon to occur.
When GPU HANG occurs after this phenomenon, the phenomenon has resolved.
It is best to find clues to correct this phenomenon.
If there is a way to detect that this phenomenon is occurring and a way to restart the GPU without reboot,
this is not a problem, because it does not affect the continuous operation of the application.
We are currently looking for a reproducible procedure.
