ARC A770 fans doesn't work

Hello i've a problem with AsRock arc A770

new A770 won't kick on its fans regardless of load and I'm trying to figure out if its a hardware or software issue

I've tried so far:

- reseating the GPU

- running DDU, then reinstalling the current driver and waiting a few minutes before restarting (something about background firmware updates that could take longer than the driver install?)

- toggling ASPM, power management controls

- uninstalling Arc Control (then reinstalling when that didn't work)

- adjusting the fan curve in Arc Control

any ideas ?

For trying to boot wth Linux bootable pen drive , don't install Linux, use live version , install graphics driver if available, we can conform it hardware or software issue
