Dynamic Refresh Rate Missing/Screen Goes Dim after unplugging Laptop power

I have a client with a Lenovo T14 Thinkpad (t14 Thinkpad Gen 4) which is using the latest drivers from Lenovo.

Whenever he unplugs or plugs in the power cord, it will kick him to the laptop login screen with the LCD going DIM like it went to sleep.

Googling around, I see people mentioning this for lenovo laptops and having to turn off the dynamic Refresh Rate setting in Intel Graphics Command Center.

When I go to check, the setting is missing and I don't see anything either underneath the power settings for Intel Command Power plans or anything like that.

I am wondering why this setting might be missing. The laptop is a 13th gen Processor (purchased last year)
