Intel Graphics Software not downloaded

I formatted my computer and installed my new video card driver but it wouldn't download intel graphics software so as a solution I installed arc control panel from an old driver and when I run the new driver again this time it doesn't let me install it but deletes arc control and then won't install intel graphics software

What version of the Intel Graphics Driver are you attempting to install?
Are you using Intel Driver & Support Assistant (IDSA)/
Did you perform a Clean Installation with the usage of DDU?
