I was able to get this figured out. I was following older documentation and was attempting to install the latest version. Between the two the docker registry were different. After using the docker registry mentioned on https://www.intel.com/content/www/us/en/download/772505/intel-device-manager-for-vmware-vcenter-server.html instead of the documentation I was reading, it was able to deploy.

We're trying to add the Intel Device Manager VMware Plug-in for telemetry data on our Flex 140 GPUs installed in our ESXi hosts. It hangs at 80% and eventually fails after an hour or so. The VM itself, gets built out and I can login to it, but the plugin does not appear in vSphere.

Error is "Cannot complete the operation. See the event log for details. .com.vmware.vise.vim.fault. TaskTimeoutFault. summary" "com.intel.devicemanager".

I've already contacted Broadcom/VMware support and they were not able to figure it out and recommended contacting Intel for further assistance.
