Microsoft didn't like the overloading of the Context Menu that was occurring and asked for this method of invocation to be removed. Silly Intel listened to them and removed this invocation method (not so AMD or Nvidia, who basically ignored Microsoft's plea). Intel also replaced the <EM><STRONG>Graphics Control Panel</STRONG> </EM>with (in your case) the <EM><STRONG>Graphics Command Center</STRONG></EM>.
