Try this:

1. Do a reboot to satisfy the Intel - Extension - 2.1.10103.18 reboot requirement.

2. IMMEDIATELY upon restart, run the Microsoft Show/Hide program (wushowhide.diagcab) and the Intel - Extension - 2.1.10103.18 SHOULD be there in the list to Hide.

3. Hide this update per the tool's instructions.

4. Once complete, do another "Check for Updates" and it should just say your system is up-to-date.

Hopefully, since there is already a Intel - Extension - 2.1.10105.19 already installed (by now it should be), that older driver shouldn't show itself again and no longer drive the Restart Required issue.

Good luck.

Yes the fix has worked and it no longer requests a reboot/install. However, the laptop still periodically freezes and has to be rebooted. I am trying to talk directly to Dell Technical Software department as the hardware has been fully tested.
