Lag in Blender after update and error bug repport

Hello! I have a lag problem in Blender and from my research I have come to the conclusion that the latest update to the newest version from Intel is causing my lag. Until I updated to the latest version I had no problems, it was working perfectly until now. I tried to report the bug and didn't work. I tried to fix Intel Graphics Command Center in different ways that I found on forums and didn't work that too. I let a screenshot with the error showed on Intel Graphics Command Center

The issue likely stems from support and software versioning, if you truly are using blender 2.79. That version of the software was released nearly a decade ago, and fell out of support, meaning no updates to the graphics API, since before Vulkan or more modern OpenGL was a thing. in the worst case, blender 2.79's last API versions and intel arc/oneAPI's earliest versions might have zero overlap, meaning the fact that it works is completely because of what has not changed by coincidence.

Intel arc still from my experience has trouble with openGL and a stutter or lag seems in line with what I see, when it does work.

As unsatisfactory as this solution may be for your workflow, I would personally suggest a newer version of blender- preferably the 4.5 or 5.1.1 LTS releases, both of which natively support intel arc and oneAPI. you can select which GPU to use in system settings for blender, and I suggest you try both opengl and vulkan with your card in a newer version of blender. full disclosure, I do also have some non-lag issues with an A770 in blender, using vulkan.
