UHD620 blank screen on HDMI

I have a set of Asus PN61's which have Intel i7-8565U CPUs (UHD620) with 2 monitors, one connected via Display Port and the other via HDMI.

Recently one of them had an issue where both displays were blank, the monitors/cabling work (I can see the BIOS screen) and the PC works (I can remote into it) but when windows starts.. blank display.

After clearing out the drivers and reinstalling 31.0.101.2141 I have the display port monitor working. This monitor is set as the default in the BIOS, if I set it to HDMI then I see the BIOS splash screen on the HDMI monitor but both screens are blank in Windows. For now I have set the BIOS to DP as the default so the user can use at least a single monitor.

I checked another system (identical hardware) which is working and it has driver version 26.20.100.7261. This is later than is what is on the Asus site (25.20.100.6741) so I guess this was from Windows Update or I had previously installed it.

Unfortunately there appears to be no way to download old drivers from the Intel site any more - the drop down box only lists a single version.

Given this serious regression I think it would be very desirable to be able to download the older versions to allow trouble shooting.

Has anyone else seen this? Note that in Windows the second monitor is not detected at all.

I found the v26 drivers at https://www.intel.com/content/www/us/en/developer/articles/news/graphics-driver-26201006861-for-windows-10-released-4162019.html but unfortunately it had no effect.

Note that I ran DDU in Safe Mode to clean out the old driver (and Device Manager confirms it is using driver version 26.20.100.7584)

I have double checked the monitor itself - I connected it to another computer (with the same cable) so I am certain it works fine.

I worked around this by using a USB-C to HDMI cable - so it appears the HDMI port is non-functional in Windows. Note that it can't be a faulty port because you can see the BIOS output on the HDMI monitor if the Display Port one is disconnected.
