      <description>&lt;P&gt;Well, I guess that you could say that, technically, it *is* Intel who causes this problem. It is Intel who creates the catalog entries for new driver packages - but it is the ambiguity in the way that MS' Windows Update engine decides what drivers apply to a machine that actually causes the downgrades to occur.&lt;/P&gt;&lt;P&gt;This is a complex issue and a lot of finger pointing - in both directions - has been going on for many years.&lt;/P&gt;&lt;P&gt;...S&lt;/P&gt;</description>
