Problems with ICH9 And missing HD

Hardware: Raid 10 (0+1) 4 Disks 4X1TB

OS: windows 2008 Standard

I am IT of companyand i have the following issue:

we had electrical coming for power fixes, so i have shutdown the server my self so he can start work, the server is behind UPS also.

after he finished his work, i have power up the server, when the os booted, intel matrix storage sent an error "raid degraded"

the raid was fine before the shutdown.

Now my questions are:

1. What can cause it ?

A - Can it be because of the power ? can power spikes effect the pc even behind UPS?

2. What actions should i take to start fixing this problem.
