Intel Graphics Accelerator Font Problem : All ????? (question marks)

I have a Toshiba Laptop with Japanese Windows 7 32bit installed.

I also found that Intel Graphics Media Accelerator for Mobile is installed.

The problem is, all the menus apppear to be question marks (??????) like the pictures I attached below:

The picture below shows the tooltip when the properties window is open:

What seems to be the problem?

Is there any extra fonts that I have to install? If I do, where can I get them?

Which Toshiba Laptop model you have?

So you can check at toshiba site by laptop model for font utility.

I found out that I had to set Japanese ans the language that Windows will use for non-unicode programs.

It was set to English
