In case of Intel solutions you need at least 4rd gen Core CPU (4000 series) with HD graphics 5000 / 4600 / 4400 / 4200, or newer. GPU will take 4K decode of common formats (like H264 or HEVC). Also, because of lack of dedicated VRAM, you will need at least 900 MB RAM just for this task.
