I have a refurbished laptop with an Intel HD 3000 graphics adapter. Running some programs result in an OpenGL error. I have downloaded and installed the Intel Driver Update Utility software. When I run it, I receive data confirming that my graphics driver is out of date. (Installed version: 10.0.15063, Latest version: 10.1.1.14) I then continue to download the update to C:/Users/Admin/Downloads and run it. A progress bar appears, and upon completion the program asks me to restart my computer, which I confirm. The computer restarts. I open the program again, and nothing has changed. The driver is still at the same version, and a new version is available. I have done this multiple times.

Are you using Windows 10? If so, that's the problem. HD 3000 is not supported on Windows 10.

https://www.intel.com/content/www/us/en/support/graphics-drivers/000005526.html Supported Operating Systems for Intel® Graphics Products

Doc
