I read on the internet that a user was able to solve this issue by installing an older DirectX, you can download it here:

I'm not sure what operating system or if the DirectX can be installed in your system but it could be that your system is too new for the game.

Hi there Ivan thanks for the response. I actually did come across that thread and actually read it until the end and it seems that the problem has resurfaced around the last few pages of the thread citing Intel drivers being the issue. I have also tried installing the older directX drivers to no avail. It may just be too old of a game. In any case, thanks for your time!

Most likely is because is an old game, however, here is the latest graphics driver in case you need it.
