3D settings are blank in Intel control panel

I want to change some of my 3D settings but it is blank and I have no idea how to fix it. My GPU is a Intel(R) HD Graphics 4000 and I am using The latest update of windows 10.

I would like to know if you made any changes on the language preferences, I have seen this behavior when customer modified some settings there.
