Intel hd 4600 desktop performance problem

When i playing Rocket league with my integrated gpu intel hd 4600 clocked to 1250 MHz everything is low, the resolution is 1280 x 720 and i get 30-40 fps, on my laptop with i3 4000m, some integrated graphics 1100 MHz clock i playing on medium settings, resolution 1366x768 with 45-55 fps. Why desktop integrated gpu with better clock have this low fps? I try with old, and new drivers, but the problem is still here.
