opengl is not installed properly on windows7-64 i5-660

according to https://www.intel.com/content/www/us/en/support/articles/000005524/graphics-drivers.html Supported APIs and Features for Intel® Graphics Drivers i5 660 should support opengl 2.1, but i cannot run any opengl software .

I tried to manually install driver and installed a previous release I even reinstalled windows but with no luck.
