Intel Graphics Control Panel not installing with Graphics driver

Basically I am installing the drivers for Windows 10 1809 from this page (https://downloadcenter.intel.com/download/28163/Intel-Graphics-Driver-for-Windows-15-40-?product=81496) but when the drivers install, using both the .exe and .zip method to install, the driver installs but the Intel Control Panel does not.

Not Really sure how to fix this

EDIT: My CPU is a 4790K, which needs the HD 4600 driver, which is the one i have been installing

Remove the driver completely and install it one more time.
