I have a HP Elitebook 840 G6 with Intel UHD Graphics 620. I am on Windows 10 verison 1703 and cannot install the driver. Do I have to upgrade to at least 1709? Is there an older driver available?

You should upgrade to 1809 at a minimum, and preferably 1903. 1703 and 1709 are not supported, and 1803 is only two months away from not being supported.
