HD Graphics 4000 stutter/lag problem

Hey guys I have an Intel I7 3770K and have been using the Intel Graphics HD 4000 on it. It has ran fine for weeks until a few days ago when it started stuttering and having huge fps drop problems in ANY game including low demand ones like Counter-Strike which ran fine in 1080P at 101 FPS. I have no idea why this happening, multiple occasions I have reinstalled drivers and updated my BIOs for my motherboard to no avail.

System : Windows 7 64 Bit

8 GB Ram 1600mhz

1.5 TB Harddrive

I7 3770K

750 Watt PSU

Biostar TZ77Xe3 Motherboard

found out the problem guess it was some type of external program running in my processes lagging it in DLL, just end-tasked it and runs fine.

Does this issue still occur with the latest graphics drivers?

We have version 9.17.10.2932 and this is available at:
