VSYNC not working on Intel(R) UHD Graphics 620

I have select "Use application default settings" option as VSYNC option for my application. But still the FPS is limited by the screen refresh rate. I have verify this fact by changing the refresh rate and running my application. So why my application does not go beyond the screen refresh rate. When I ran my application with VSYNC off in nvdia video card my application had around 1000 FPS.
