Windows Vulkan driver advertises sampleRateShading but it has no effect

Creating pipelines with VkPipelineMultisampleStateCreateInfo::sampleShadingEnable set to VK_TRUE and VkPipelineMultisampleStateCreateInfo::minSampleShading set to 1.0f should shade every sample independently resulting in supersampling.

This does not work. The result is identical to multisampling,

We have a fixed for both the 15.46 and 15.45 drivers. The next 15.26 driver release (later this month) should have the fix.
