Intel HD 4000 Quicksync Encoder not available under Windows 10

Running Media SDK Sys Analyzer on the Dell E6430s using both Dell.com and Intel.com latest drivers do not show the QSV Encoder supposedly present in this 3rd Generation Core i5 Processor

This is the output of the report.

I have installed earlier driver versions but the Intel HD 4000 this system has never showed a QSV Encoder regardless of the version of Windows 10 installed.
