How to enforce disabling vertical synchronization?

Dear all,

I cannot use Intel HD Graphics Control Panel to enforce VSynch because it only set to Always On or Use Application Settings. Could anyone tell me enforce to disable VSynch?

To better assist you, please provide us with the below report:

DXDIAG

Go to Start > Run or Windows Key + R.
On the Run prompt, type "dxdiag" then click OK.
On the DirectX Diagnostic Tool window, click on Save All Information.
Browse to a folder, type in a filename then click Save.
