Video input range: "Application Settings" not working properly

.

Description

In the Intel HD Graphics Control Panel, Video → Color Enhancement → Input Range, the option “Application Settings” behaves inconsistently. It uses the last range used under “Driver Settings”.

How to reproduce

1 Full Range: washed out picture

1.1 Open Intel HD Graphics Control Panel
1.2 Click on “Video”
1.3 In “Color Enhancement”, under “Input Range”, click on “Driver Settings”, and then on “Full Range”. Apply the new settings.
1.4 Play a standard (16-235 range) video using a player such as Media Player Classic – Home Cinema or Cyberlink PowerDVD 19. The picture looks washed out. This is expected, since we chose “Full Range” on step 3.
1.5 Close the player.

2 Application Settings: washed out picture

2.1 In the Intel HD Graphics Control Panel, change the “Input Range” from “Full Range” to “Application Settings”. Apply the new settings.
2.2 Play the same video of step 1.4. The picture looks washed out. This is NOT expected, since we’re now using “Application Settings” (and those are fine). It’s as if “Input Range” was still “Full Range”.
2.3 Close the player.

3 Limited Range: good picture

3.1 In the Intel HD Graphics Control Panel, change the “Input Range” from “Application Settings” to “Limited Range”. Apply the new settings.
3.2 Play the same video of step 1.4. The picture looks OK. This is expected, since we’re now using “Limited Range”, the same range of the video we’re playing.
3.3 Close the player.

4 Application Settings: good picture

4.1 In the Intel HD Graphics Control Panel, change the “Input Range” from “Limited Range” to “Application Settings”. Apply the new settings.
4.2 Play the same video of step 1.4. The picture looks OK. This is NOT expected, since the video looked washed out when we used “Application Settings” before (step 2.2). It’s as if “Input Range” was still “Limited Range”. This is inconsistent.
4.3 Close the player.

Expected behaviour

The option “Application Settings” should act consistently, regardless of previously used settings.

Specifications

System: Intel NUC D54250WYKH
Operating System: Windows 10 Pro (10.0.19041)
Processor: Intel(R) Core(TM) i5-4250U CPU @ 1.30GHz
Processor Graphics in Use: Intel(R) HD Graphics 5000

Applications used: Media Player Classic - Home Cinema 1.9.8, Cyberlink PowerDVD 19. (VLC is not a good player for this test. The picture always look good, apparently because VLC always ignores the Intel settings, even when “Application Settings” is not selected.)

More details in the attached text file.
