Open https://downloadcenter.intel.com (or https://www.intel.com/content/www/us/en/download-center/home.html) and click on the Graphics link. The latest fully-validated driver is usually the first entry in the list of packages available.

AFAIK, the packages are all distributed as .EXE's. They also provide as a .ZIP, but you still have to run a .EXE to perform the installation.

You may be able to get .MSI files as they release into the Microsoft catalog, however.
