    <description>&lt;P&gt;IntelH264Encoder does not supportdefault scaling matrices. It seems that flat matrices are always used.&lt;/P&gt;
&lt;P&gt;In the SetSequenceParameters method, some code of copying default scaling matrices are present. When we pass the 4x4default scaling matrices to EncodeChroma and Encode4x4IntraBlock, the decoded images are corrupted.&lt;/P&gt;
&lt;P&gt;Can anyone give help on this issue? Thanks.&lt;/P&gt;</description>
