&lt;BR /&gt;ippiTransformQuantInvAddPred4x4_H264_16s_C1IR
&lt;BR /&gt;
&lt;BR /&gt;These functions allow to use not FLAT Scale Levels (allow to use pointer pScaleLevels)? 
&lt;BR /&gt;
&lt;BR /&gt;2) Decoder based on IPP 5.3 Sample support other Scale Levels?
