I would like to ask If you have plans for a release on IXP or PCA versions that could be EABI v.4 compilant libraries in order to run in latest Linux kernels?

we have no such plan, at least for the nearest IPP release, which is IPP 5.2 beta. Please feel free to submit your feature request to Intel Premier Support.
