topic transcode linked with IPP, compiled with ICC? in Intel® Integrated Performance Primitives

I've found an interesting document about compiling transcode with ICC and IPP. Can we use the source, and if so where is it?

BTW I have a problem compiling transcode with ICC, so I reported it to Premier Support because it looks like a defect.
