&lt;P&gt;You probably talk about MKL (Match Kernel Library)?&lt;/P&gt;
&lt;P&gt;If so, it is the fact that MKL uses IPP FFT inside for small sizes andown FFT implementation for big sizes of matrixes.&lt;/P&gt;

&lt;P&gt;regarding IPP, you canfind performance numbers ofalmost allIPP functions in IPP	oolsperfsys folder.&lt;/P&gt;
&lt;P&gt;You can ask about performance of MKL on MKL's forum.&lt;/P&gt;
