It means we have no sample which can read TIFF/PNG files and produce picture from them. But we have some building blocks for such codecs. For example, in ippDC domain you can find many data compression functions which implements compression algorithms used in PNG format. Regarding TIFF, for JPEG compression in TIFF we have JPEG codec, we just not have TIFF parser code.
