h264 library license

Dear all,

I would like to use "h264_dec_filter.dll" and "h264_enc_filter.dll" (which could be use to register by regsvr32 ) to create the Direct Show project for commercial application. I do not know whether if they are free to use or not. If I have to pay license fee to use them, how much do I have to pay?

Specifically, This is FAQ for some codecs samples:
What are the license terms and/or license fees for using Intel IPP samples?

Also, Is the "h264_dec_filter.dll" from Inte Media SDK product? or it is built by IPP sample code? If it is from the Media SDK, please check at this forum:
