Take a look at the UMC audio-video framework as part of the IPP samples and its H.263 decoder (&amp; encoder, if you need that). The IPPI documentation lists the IPP functions related to H.263 codec handling in Chapter 16 on 'Video Coding'. You will have to download+install IPP and the samples to get the information.
